As climate warms, bark beetles march on high-elevation forests

Dec. 31, 2012 ? Trees and the insects that eat them wage constant war. Insects burrow and munch; trees deploy lethal and disruptive defenses in the form of chemicals.

But in a warming world, where temperatures and seasonal change are in flux, the tide of battle may be shifting in some insects' favor, according to a new study.

In a report published today (Dec. 31, 2012) in the Proceedings of the National Academy of Sciences, a team of scientists from the University of Wisconsin-Madison reports a rising threat to the whitebark pine forests of the northern Rocky Mountains as native mountain pine beetles climb ever higher, attacking trees that have not evolved strong defenses to stop them.

The whitebark pine forests of the western United States and Canada are the forest ecosystems that occur at the highest elevation that sustains trees. It is critical habitat for iconic species such as the grizzly bear and plays an important role in governing the hydrology of the mountain west by shading snow and regulating the flow of meltwater.

"Warming temperatures have allowed tree-killing beetles to thrive in areas that were historically too cold for them most years," explains Ken Raffa, a UW-Madison professor of entomology and a senior author of the new report. "The tree species at these high elevations never evolved strong defenses."

A warming world has not only made it easier for the mountain pine beetle to invade new and defenseless ecosystems, but also to better withstand winter weather that is milder and erupt in large outbreaks capable of killing entire stands of trees, no matter their composition.

"A subject of much concern in the scientific community is the potential for cascading effects of whitebark pine loss on mountain ecosystems," says Phil Townsend, a UW-Madison professor of forest ecology and also a senior author of the study.

The mountain pine beetle's historic host is the lodgepole pine, a tree common at lower elevations. Typically, the insects, which are about the size of a grain of rice, play a key role in regulating the health of a forest by attacking old or weakened trees and fostering the development of a younger forest. However, recent years have been characterized by unusually hot and dry summers and mild winters, which have allowed insect populations to boom. This has led to an infestation of mountain pine beetle described as possibly the most significant insect blight ever seen in North America.

Because lodgepole pine co-evolved with the bark beetle, it has devised stronger chemical countermeasures, volatile compounds toxic to the beetle and other agents that disrupt the pine bark beetle's chemical communication system.

Despite its robust defense system, the lodgepole pine is still the preferred menu item for the mountain pine beetle, suggesting that the beetle has not yet adjusted its host preference to whitebark pine. "Nevertheless, at elevations consisting of pure whitebark pine, the mountain pine beetle readily attacks it," says Townsend.

The good news, he adds, is that in mixed stands, the beetle's strongest attraction is to the lodgepole pine, suggesting that, at least in the short term, whitebark pine may persist in those environments.

The study, conducted in the Greater Yellowstone Ecosystem, one of the last nearly intact ecosystems in the Earth's northern temperate regions, also revealed that the insects that prey on or compete with the mountain pine beetle are staying in their preferred lodgepole pine habitat. That, says Townsend, is a concern because the tree-killing bark beetles "will encounter fewer of these enemies in fragile, high-elevation stands."

Whitebark pine trees are an important food source for wildlife, including black and grizzly bears, and birds such as the Clark's nutcracker, named after the famed explorer and which is essential to whitebark pine forest ecology as the bird's seed caches help regenerate the forests.

With their broad crowns, the high-elevation whitebark pines also act as snow fences, helping to slowly release water into mountain streams and extending stream flow into mountain valleys well into the summer.

"Loss of the canopy will lead to greater desiccation during the winter and faster melting in the summer due to loss of tree canopies for shade," according to Townsend. "This is possibly a short-term effect of the loss of whitebark pine," he explains "If -- and it is a big if -- other tree species replace it, eventually this service may be replaced."

The new study was supported by the U.S. National Science Foundation and the UW-Madison College of Agricultural and Life Sciences.

In 2012, we turned to Wikipedia to learn about ... Facebook?

Unlike most major Internet brands, Wikipedia had no year-end top-10 list to share. But that's not to say there isn't a list of most viewed Wikipedia articles of 2012. It took a software engineer with a bit of spare time to gather up the data, and share the results, equal parts predictable and off-the-wall.?What does this list say about us?

Based on?Johan Gunnarsson's analysis of Wikipedia logs, it seems that?the most viewed articles on the English version of Wikipedia are lined up as follows:

  • 3.?Deaths in 2012 -?25,418,587?views
  • 4.?One Direction -?22,351,637?views
  • 5.?The Avengers (2012 film) -?22,268,644?views

While we're not surprised to see iconic pop culture phenomena like musical sensation One Direction, the all-star movie?"The?Avengers," the risque literary?trilogy "Fifty Shades of Grey" and of course the?inescapable "Hunger Games" series?appear,?we did scratch our heads about Facebook and Google, and ... "Wiki"?

Wikimedia spokesman Jay Walsh explained the popularity of these items to All Things D's Liz Gannes as likely being due to users who might type "Facebook" or similar into a search engine built into "their browsers intending to go to the site and end up on Wikipedia."?Either that, he says, or there's simply "general, high-level interest and curiosity" about the history of some of these websites and services.

We'll buy the accidental typing explanation over the "high-level of?interest" one.

While most of the top 100 most-viewed?English Wikipedia articles centered around pop culture and current events, some articles raise eyebrows for feeling a bit out of place. Entries on the Illuminati (No. 33), elocution (No. 34)?and g-forces (No. 83)?cropped up on the heels of expected entries like Mitt Romney (No. 22) and?Justin Bieber (No. 25).

The more immature individuals among us may find it amusing that entries on sex (No. 18) and human penis size (No. 82) made it into the list of 100?most viewed.?Android fanboys may flaunt the fact that an article about the mobile operating system hit the list at No. 70, while no entries about iOS made it into the top 100. (Though Steve Jobs did come in at No. 64.)

At least some people were using Wikipedia for its intended purpose, to cheat on homework assignments: Historical topics from?Albert Einstein (No. 98)?to the Hatfield-McCoy feud (No. 91) pepper the list.

When looking at the?most viewed articles in languages other than English, we find that the obsession with major Web properties and pop culture extends beyond their idiom of origin. Facebook led the Spanish top 10, which also includes One Direction. German language readers were particularly interested in the?TV shows "How I Met Your Mother," "The Big Bang Theory," "Two And A Half Men," and "Game Of Thrones" ? all which made it into their top 10.

And speaking of Bieber,?those with an irrational dislike for the teen?heartthrob may find it comforting to know that he?only made the top 10 in Norwegian and Danish. He failed to reach single digits in any other language, and sits at No. 25 on the list of the most viewed English Wikipedia articles.

"Gangnam Style," the ear-worm that beat Bieber's "Baby" to?a billion views on YouTube, appears to have only made it onto one top-100 list?? the English one ? taking the No. 21 spot with a mere?13,129,876 views.

Obama invites congressional leaders to 11th-hour ?cliff? talks

President Barack Obama waves to reporters as he steps off the Marine One helicopter and walks on the South Lawn??President Barack Obama will meet Friday at the White House with Republican House Speaker John Boehner and other congressional leaders in what could be a last-ditch effort to avoid the ?fiscal cliff? that will see Americans' take-home pay plummet come Jan. 1.

The meeting, confirmed by the White House in a statement late Thursday, will also include Democratic Senate Majority Leader Harry Reid, Republican Senate Minority Leader Mitch McConnell and Democratic House Minority Leader Nancy Pelosi. Vice President Joe Biden was also to attend.

The announcement came after a day in which the leaders traded public barbs, each side insisting the other must act first to spare Americans across-the-board income-tax hikes and deep government spending cuts that, together, could plunge the economy into a new recession. No compromise was evident, though Boehner called the House back to work on Sunday.

?Sen. McConnell has been invited to the White House tomorrow to further discuss the president?s proposals on the fiscal cliff. He is eager to hear from the president,? the Kentucky Republican lawmaker?s office said in a statement.

"Tomorrow, Speaker Boehner will attend a meeting with congressional leaders at the White House, where he will continue to stress that the House has already passed legislation to avert the entire fiscal cliff and now the Senate must act," Boehner spokesman Brendan Buck told reporters by email.

Obama stayed silent. He arrived at the White House on Thursday after leaving his family in Hawaii on their Christmas vacation to return to Washington, departing the island paradise after speaking by telephone individually with the leaders he was to host on Friday.

Putin says he will sign anti-U.S. adoptions bill

MOSCOW (AP) ? Russian President Vladimir Putin said Thursday he will sign a controversial bill barring Americans from adopting Russian children, as the Kremlin's children's rights advocate recommended extending the ban to the rest of the world.

The bill is part of the country's increasingly confrontational stance with the West and has angered some Russians who argue it victimizes kids to make a political point.

The law would block dozens of Russian children now in the process of being adopted by American families from leaving the country and cut off a major route out of often dismal orphanages. Russia is the single biggest source of adopted children in the U.S., with more than 60,000 Russian children being taken in by Americans over the past two decades.

"I still don't see any reasons why I should not sign it," Putin said at a televised meeting. He went on to say that he "intends" to do so.

UNICEF estimates that there are about 740,000 children not in parental custody in Russia, while only 18,000 Russians are now waiting to adopt a child. Russian officials say they want to encourage more Russians to adopt Russian orphans.

Children rights ombudsman Pavel Astakhov on Thursday petitioned the president to extend the ban to other countries.

"There is huge money and questionable people involved in the semi-legal schemes of exporting children," he tweeted.

Kremlin critics say Astakhov is trying to extend the ban only to get more publicity and win more favors with Putin. A graduate of the KGB law school and a celebrity lawyer, Astakhov was a pro-Putin activist before becoming a children rights ombudsman and is now seen as the Kremlin's voice on adoption issues.

"This is cynicism beyond limits," opposition leader Ilya Yashin tweeted. "The children rights ombudsman is depriving children of a future."

The bill is retaliation for an American law that calls for sanctions against Russian officials deemed to be human rights violators. Kremlin critics say that means Russian officials who own property in the West and send their children to Western schools would lose access to their assets and families.

Putin said U.S. authorities routinely let Americans suspected of violence toward Russian adoptees go unpunished ? a clear reference to Dima Yakovlev, a Russian toddler for whom the bill is named. The child was adopted by Americans and then died in 2008 after his father left him in a car in broiling heat for hours. The father was found not guilty of involuntary manslaughter.

The U.S. State Department says it regrets the Russian Parliament's decision to pass the bill, saying it would prevent many children from growing up in families.

Astakhov said Wednesday that 46 children who were about to be adopted in the United States would remain in Russia if the bill comes into effect.

The adoption of the bill follows weeks of hysterical media campaign on Kremlin-controlled television that lambasts American adoptive parents and adoption agencies that allegedly bribe their way into getting Russian children.

A few lawmakers claimed that some Russian children were adopted by Americans only to be used for organ transplants and become sex toys or cannon fodder for the U.S. Army.

Critics of the bill have left dozens of stuffed toys and candles outside the parliament's lower and upper houses to express solidarity with Russian orphans.

The U.S. law, called the Magnitsky Act, stems from the case of Sergei Magnitsky, a Russian lawyer who died in jail after being arrested by police officers whom he accused of a $230 million tax fraud. The law prohibits officials allegedly involved in his death from entering the U.S.

Use of Career Education and Occupation Information Services in

Boosting Enrolment into Vocational and Technical Education

Programs in Nigeria

ARTICLE REVIEW:

The authors has discussed about to address issues of youth unemployment, poverty and international competitiveness in skills development towards current and projected opportunities and challenges. Numerous reforms in vocational and technical education programs over the years, they still remain greatly detested by students and parents in Nigeria as evidenced in low enrolment when compared with sciences, engineering, banking and finance, and medicine.

The authors was also describe that technical and vocational education in Nigeria is so misconstrued that it has become extremely difficult in management perspective, to administer the program to meet societal ever changing needs. Presently, the program is bedeviled by many challenges that hinder the realization of its objectives as specified by the National Policy on Education of Federal Government of Nigeria (2004). One of these challenges is low enrolment. It is the concern of that enrolment into technical and vocational programs may be low not because Nigerian youths are lazy nor do not want to use their hands to work. But it may be because many Nigerians do not fully understand the benefits, scope and content of the program and lack of vocational or career education and occupation information services to students while in or out of schools.

The authors also mentioned that many of them make choices without proper understanding of their abilities, interests and attitudes. Most of the young people are said to select occupations like medicine, engineering, accounting mainly because of the positions and prestige attached to the job and not necessarily as a result of conscious assessment of the individual?s interests and abilities. Therefore, career education may be a veritable means of providing career awareness and information services to students in order to improve enrolment in vocational and technical education in Nigeria. Students, parents and the society at large look unto the school to help the adolescents and youth make career decision based on realistic abilities, interests and availability. Therefore, it is required to use of career education and occupation information services in boosting enrolment in vocational and technical education programs in Nigeria.

In addition, from the author?s research, they are also identified some of the factors responsible for low enrolment in TVET in Nigeria which are:

1.? Poor Societal Perception: Many people are yet to understand the meaning, scope and content of vocational and technical education. Some view it as education for the handicapped or education for those who cannot cope with the sciences. (Osa-Edoh ,2008)

2.??? Poor Societal Attitude: The attitude of people towards vocational and technical education contributes to the problems in teaching the subject. It notes that in schools, the teacher could be teaching people who are not interested in the subject that is being taught. (Idialu, 2007).

3.???Elitism: Elitism could be described as the belief of a group in society that because of superior privileges, power and talent they tend to hold on to this belief through a system of education that will sustain this group?s interest. (Oviawe and Anavberokhai, 2008).

4.??? Poor Entry Level: Students who enroll in vocational and technical education programs are considered to have low aptitude. The technical schools find it hard to attract good students because there is a strong misconception that they are reserved for the never-to- do-wells and other negative by-products. Those admitted because they cannot find other things to do barely pass through the program because of poor aptitude and attitude. (Oviawe and Anavberokhai, 2008).

5.?? Lack of Recognition: There is a low recognition associated with manual labor in Nigeria. Unlike her counterparts in developed countries, the skilled craftsman does not enjoy the same recognition. (Oviawe and Anavberokhai, 2008).

6.????Discrimination against Graduates of Technical and Vocational Education: There is also the problem of unhealthy perception or discrimination against technical graduates. It was stated that this discrimination is virtually visible amongst graduates of technical schools (technical college, monotechnics, colleges of technology, polytechnics) and university graduates. Up till now, the former is being managed by National Board for Technical Education while the latter is under the supervision of National Universities Commission. countries, the skilled craftsman does not enjoy the same recognition (Ogidefa, 2010).

DISCUSSION

From the above, it shows that the TVET programmes in Nigeria are still not being acceptable by most of the people. Low prestige given to the TVET is the most factors that hinder the participation of the students to the TVET. Other factors like discrimination to the TVET programme, poor entry level to TVET, elitism, etc are also will become crucial if no actions taken to this issue. It is agreed that it was difficult to the government in enhancing or rebranding the educational systems especially TVET as it requires a lot of financial support and resources. However, due to the current globalization of the economy systems, the government of Nigeria needs to do something in promoting TVET as the economy will grow with the support from the TVET. The growth of the country is actually depending on how many unemployed in that country. The less number of unemployed, the more established the country. Few actions can be taken in promoting TVET like career conference, field trip, collaborating industrial training, providing career information center, etc.

Obama wants gun policy recommendations in a month

WASHINGTON (Reuters) - President Barack Obama directed a Cabinet group on Wednesday to give him recommendations by next month on ways to tighten the regulation of guns in the wake of the Connecticut massacre of schoolchildren.

Responding to national outrage over Friday's killing of 20 children, aged 6 and 7, Obama held a White House news conference to announce that Vice President Joe Biden will lead an effort to craft policies to crack down on gun violence.

Obama said he believed Americans would support the reinstatement of a ban on the sale of military-style assault weapons, a ban on the sale of high-capacity ammunition clips, and a law requiring background checks on buyers before all gun purchases, which would close a loophole that allows sales at open-air gun shows without such background checks.

Saying gun control cannot be the only solution to the problem, Obama expressed support for making it easier for Americans to get access to mental health care - "at least as easy as access to a gun."

Under pressure from fellow Democrats to act, Obama insisted the guns issue would not be ignored this time. Previous appeals for more gun regulation have died even as mass shootings have continued.

With Biden at his side, Obama said the group would give him proposals that he could outline in his State of the Union speech in late January. Cabinet members involved include Attorney General Eric Holder, Homeland Security Secretary Janet Napolitano, Health and Human Services Secretary Kathleen Sebelius and Education Secretary Arne Duncan.

"This is not some Washington commission. This is not something where folks are going to be studying the issue for six months and publishing a report that gets read and then pushed aside. This is a team that has a very specific task to pull together real reforms right now," Obama said.

The Newtown, Connecticut, shootings of so many schoolchildren by a 20-year-old man have shocked Americans in ways that previous mass shootings have not. The gunman's mother and six adults at the school were also killed before the gunman shot himself.

Some previously adamant opponents of increased gun control have expressed a willingness to consider more regulation. Even the powerful National Rifle Association, the lobby group that has sought time and again to stymie gun legislation, said this week that it would be prepared to offer meaningful contributions to ensure there is no repeat of Newtown.

WAKE-UP CALL

Obama himself has done little to rein in America's gun culture in his four years in office. His administration has to a certain extent expanded gun rights by permitting the carrying of firearms in national parks.

Asked why he has been a no-show on the subject until now, Obama defended himself, saying he has been dealing with the worst economic crisis since the Great Depression and wars in Iraq and Afghanistan.

"I don't think I've been on vacation," he said. The Newtown massacre, he said, "should be a wake-up call for all of us."

Whatever steps Obama's task force comes up with are likely to face some criticism because many Republicans see the U.S. Constitution's Second Amendment right to bear arms as sacrosanct.

"What we're looking for here is a thoughtful approach that says we can preserve our Second Amendment, we can make sure that responsible gun owners are able to carry out their activities, but that we're gonna actually be serious about the safety side of this," Obama said.

Obama has tapped Biden to lead other high-profile initiatives, including efforts on a deficit-reduction compromise with congressional Republicans in 2011.

U.S. Representative Ron Barber, who was wounded in a 2011 Arizona shooting that targeted his predecessor, Gabrielle Giffords, welcomed the effort and echoed other Democratic lawmakers' calls to ban military-grade guns.

"We cannot go on blithely believing that we can solve this problem in other ways. We have to look at the weaponry used and we have to look at the people who use it and we have to do something about both," Barber said at a news conference earlier at the Capitol.

Friday's massacre was the fourth shooting rampage to claim multiple lives in the United States this year.

Oracle buys web firm Eloqua to boost cloud presence

(Reuters) - Oracle Corp agreed to buy Eloqua Inc, a maker of web-based marketing automation software that listed in August, for about $810 million as it seeks to expand its cloud-computing services.

Eloqua makes software to help businesses predict and grow revenue by monitoring marketing and sales initiatives. Its customers include AON Plc, Dow Jones, Automatic Data Processing Inc, Polycom Inc and National Instruments Corp.

Oracle, which came late to cloud computing, is trying to be a one-stop shop for operating systems, databases, computer programs and infrastructure over the Web.

"The acquisition of Eloqua will add a leading market automation solution to Oracle's strong salesforce automation products and the recently acquired RightNow call center automation solution," Nomura Equity Research analysts said in a research note.

Oracle bought RightNow Technologies last year for $1.5 billion, sparking several more acquisitions in the cloud-computing market including IBM Inc's acquisition of Kenexa and SAP AG's purchase of SuccessFactors.

Oracle, which has traditionally offered installed software products, then bought Taleo, a cloud-based HR software firm.

"We would expect Oracle to continue to make acquisitions in this space, to bolster its Fusion Applications suite and respond to competitive pressure in the applications market from SAP and Salesforce.co," Nomura said.

Oracle priced the deal at $871 million, net of Eloqua's cash. Based on the 34.5 million Eloqua shares outstanding as of October 31, the equity portion of the deal came to $810 million.

Cloud computing, a broad term referring to the delivery of services via the Internet from remote data centers, is a favorite with corporate technology buyers because it is faster to implement and has lower upfront costs than traditional software.

Oracle Chief Executive Larry Ellison mocked cloud computing in 2008 as "complete gibberish". He described it as a fad, comparing the computer industry to the fashion world.

But Oracle has since introduced its own web products and acquired several firms selling internet-based software as its corporate customers embraced web services offered by Salesforce.com Inc, Amazon.com Inc and Google Inc.

"Although Oracle already had strong marketing functionality, this gives it a cloud offering to deliver and an additional base of midmarket customers providing a recurring license maintenance stream," Nucleus Research analyst Rebecca Wettemann said.

The company's $23.50 per share offer for Eloqua represents a 31 percent premium to Eloqua's Nasdaq close on Wednesday.

Eloqua shares jumped to match the offer price while Oracle's shares were flat at $34.05 on the Nasdaq.

"Eloqua's leading marketing automation cloud will become the centerpiece of the Oracle Marketing Cloud," said Thomas Kurian, Executive Vice President of Oracle Development.

Eloqua's board has unanimously approved the deal, which is expected to close in the first half of 2013.

Oracle said on Tuesday that software sales growth will stay strong into the new year despite fears that there could be big tax hikes and U.S. government spending cuts that could cause a slump in spending by customers.

House GOP focusing on fiscal cliff backup plan

? With congressional Republicans and the White House still short of a deal for averting the "fiscal cliff," House GOP leaders are trying to rally support for an alternative plan that would prevent tax increases for everyone but those earning over $1 million a year.

Top House Republicans said they were hoping for a Thursday vote on the so-called Plan B, which would prevent New Year's Day tax boosts on more than 99 percent of taxpayers. Some conservatives were balking because they oppose any tax increases. After they tried Tuesday to whip up support, it was unclear whether the measure could be approved.

Far-reaching tax increases and nearly budget-wide spending cuts will take effect automatically in early January unless lawmakers and President Barack Obama agree to some way of preventing them.

UN says 126 rapes committed in Congo town after army arrived

UNITED NATIONS (Reuters) - The U.N. mission in the Democratic Republic of Congo found that 126 women were raped in an eastern town after Congolese troops fled there last month as rebels advanced on the provincial capital of Goma, the United Nations said on Tuesday.

Congolese troops, aided by U.N. peacekeepers have been battling the so-called M23 rebels - who U.N. experts and Congolese officials say are backed by neighboring Rwanda - for the past eight months in the resource-rich east of the country.

Congolese troops retreated to the nearby town of Minova when the rebels captured Goma on November 20. Kinshasa regained control of Goma almost two weeks later when the rebels withdrew, but the United Nations said the situation remains "tense and fragile."

The U.N. mission, known at MONUSCO, was investigating alleged human rights abuses in and around Minova from November 20 to November 30 and this month interviewed more than 200 people in the area, said U.N. spokesman Martin Nesirky.

"According to preliminary findings the U.N. mission has documented at least 126 cases of rape. The teams were also able to confirm the killings of two civilians, including one minor," Nesirky told reporters.

"The Congolese Armed Forces have started investigating those human rights violations," Nesirky said. "To date nine soldiers from the armed forces have been arrested, two in connection with the rapes and seven in connection with looting."

The United Nations was working with the Congolese government to establish which army units the men belonged to so the world body could review any support provided to those units, he said.

"It would appear that most of those rapes were committed by FARDC (Congolese army) soldiers," U.N. Peacekeeping chief Herve Ladsous told reporters after briefing the U.N. Security Council.

MONUSCO has more than 17,000 troops in the Congo - a nation the size of Western Europe - and even before the M23 rebellion, the peacekeepers were stretched thin and the U.N. force was struggling to fulfill its mandate of protecting civilians.

PROGRESS AGAINST LRA

The U.N. mission is also helping the Democratic Republic of Congo combat fugitive Ugandan warlord Joseph Kony and his Lord's Resistance Army. U.N. Secretary-General Ban Ki-moon said in a report on Tuesday that here had been 180 attacks presumed to have been carried out by Kony's LRA guerrillas this year.

Ban said 138 of those attacks were in the Congo and 42 in neighboring Central African Republic.

"They resulted in the deaths of 39 civilians," Ban said. "A total of 193 persons have been abducted, 84 from the Central African Republic and 109 from the Democratic Republic of Congo. One third of the abductees were children."

Kony, who has been accused of terrorizing northern Uganda for 20 years, is wanted by the International Criminal Court for war crimes. His guerrillas are accused of abducting children to use as fighters and sex slaves, and of hacking off victims' limbs as a method of intimidation and revenge.

In June, the U.N. Security Council called for global help to equip an African Union force hunting Kony, which lack basic resources such as boots, food, transport and training.

"I am encouraged by the progress made in tackling the threat and impact of (the) LRA," said Ban. "I urge the international community to maintain its attention to the LRA issue and to provide the financial support needed by the African Union and the United Nations to continue their work."

Violence by the Lords Resistance Army has subsided since 2005 when it was ejected from Uganda. Kony is now thought to command only hundreds of followers scattered in jungle hideouts.

Kony's profile rose after a celebrity-backed campaign against him earlier this year and a video was posted on YouTube by a California filmmaker and promoted on Twitter with the hashtag #Kony2012.

Iran defiant on enrichment ahead of possible nuclear talks

DUBAI (Reuters) - Iran will not stop higher-grade uranium enrichment in response to external demands, its top nuclear energy official was quoted as saying on Tuesday, signaling a tough bargaining stance ahead of planned new talks with world powers.

The West wants Iran to halt enrichment of uranium to a fissile concentration of 20 percent as it represents a significant step closer to the level that would be required to make nuclear bombs. Iran says it needs this higher-grade uranium to run its medical research reactor in Tehran.

Israel has threatened air strikes on Iran if its nuclear work is not curbed through diplomacy or sanctions, raising the specter of a Middle East war damaging to the global economy.

Iran "will not suspend 20 percent uranium enrichment because of the demands of others," said Fereydoun Abbasi-Davani, head of Iran's Atomic Energy Organisation, the Iranian Students' News Agency (ISNA) reported.

Iran "will produce 20 percent enriched uranium to meet its needs and for however long it is required."

He did not specify what he meant by "needs". Western diplomats say Iran already has made sufficient amounts to fuel its Tehran Research Reactor for several years. Abbasi-Davani has in the past said Iran plans to build another research reactor.

The European Union quickly responded to Abbasi-Davani's comments, saying Iran must come to grips with increasing international disquiet over the ultimate purpose of its uranium enrichment program to resolve the protracted dispute.

"Iran has to address the immediate key concern, which is the issue of 20 percent enrichment, by taking an initial comprehensive confidence-building step in this area, thereby creating space for more diplomacy and negotiations," the spokesman for EU foreign policy chief Catherine Ashton said.

In his statements, Abbasi-Davani signaled renewed Iranian defiance in negotiations with world powers expected to resume soon. But he did not appear to categorically rule out that Tehran at some point could shelve higher-grade enrichment.

The powers - the United States, France, Britain, Germany, China and Russia - also want Iran to shut down the Fordow underground site where its 20 percent enrichment is carried out.

Nuclear expert Mark Fitzpatrick, of the International Institute for Strategic Studies, said about Abbasi-Davani's comments: "This hard line doesn't bode well for success in the next round of talks, where stopping the 20 percent enrichment is just one of the steps Iran will be asked to take."

BEHIND THE SCENES

But others suggested Abbasi-Davani's comments, and those of other Iranian officials, were intended more for public consumption at home and abroad.

Iranian foreign and security policies are ultimately decided by clerical Supreme Leader Ayatollah Ali Khamenei.

"What matters is not stay-the-course statements like these but whether behind the scenes the Supreme Leader and his entourage, and the Obama White House, step out of their shadow and agree to direct bilateral talks," Mark Hibbs, of the Carnegie Endowment think tank, said.

Iranian foreign ministry spokesman Ramin Mehmanparast said Iranian and EU officials had held discussions regarding the time and place of the next negotiations between the powers and Iran.

"If there is an agreement, it will be announced," Mehmanparast said in his weekly news conference.

The EU spokesman said the six powers are still waiting for an Iranian answer regarding a possible date for new talks: "We made contact last week and suggested getting together for another round. We are waiting to hear the response."

Though Israel has threatened to bomb Iranian nuclear sites, Vice Prime Minister Moshe Yaalon said the Jewish state had noticed renewed U.S.-led efforts to curb Iran's nuclear work since President Barack Obama's re-election last month, including preparation for possible military action.

He also cited contacts among the powers and Iran about holding new negotiations and ongoing sanctions against Iran.

Iranian media quoted Foreign Minister Ali Akbar Salehi as saying that any calls for direct talks between the U.S. and Iran were meaningless as long as Washington continued to exert pressure on Iran through sanctions and other measures.

In October, the New York Times reported that secret exchanges between U.S. and Iranian officials had yielded agreement "in principle" to hold one-on-one talks. Both Iran and the United States denied that the two countries had scheduled direct bilateral negotiations on the nuclear program.

Study: Curbing car travel could be as effective as cutting calories

Those considering how to maintain a healthy weight during holiday festivities, or looking ahead to New Year's resolutions, may want to think twice before reaching for traditional staples like cookies or candy ? or the car keys.

A new study by University of Illinois researchers, led by computer science and mathematics professor Sheldon H. Jacobson, suggests that both daily automobile travel and calories consumed are related to body weight, and reducing either one, even by a small amount, correlates with a reduction in body mass index (BMI).

"We're saying that making small changes in travel or diet choices may lead to comparable obesity reduction, which implies that travel-based interventions may be as effective as dietary interventions," said graduate student Banafsheh Behzad, a co-author of the study, published in the journal Preventive Medicine.

Obesity is a multidimensional problem with many social and medical factors, but maintaining body weight essentially is a result of energy consumed and energy expended. Other studies look at the two issues individually, or at a local or individual level, but Jacobson's group wanted to look at both sides of the equation through a national lens. As an outgrowth of previous work examining the relationship between driving and obesity, they decided to use driving as a proxy for physical activity.

"An easy way to be more physically active is to spend less time in an automobile. Any time a person sits behind the wheel of a car, it's one of the most docile activities they can do in a day," Jacobson said. "The automobile is the quickest mode of transportation we have. But a consequence of this need for speed in getting things done may be the obesity epidemic."

The researchers used publicly available data on national average BMI, caloric intake and driving habits. To capture the complexity in the relationship among the three variables, they developed a multivariable model showing how calories consumed and miles driven correlate with BMI.

They found that if all adults in the United States drove 1 mile less per day, the model predicted an associated decrease in the national average BMI by 0.21 kg/m2 after six years. (The national average BMI in 2010, the most recent data available, was 27.55.) In comparison, reducing diet by 100 calories per day would be associated with reducing national average BMI by 0.16 kg/m2 after three years.

"One mile is really not much," Behzad said. "If they would just consider even taking the bus, walking the distance to the bus stop could have an impact like eating 100 calories less per day. The main thing is paying attention to caloric intake and moving more, together, can help reduce BMI."

Even a modest decrease in BMI, like that predicted by the model, could represent significant cost savings. If drivers nationwide traveled 1 mile less by car each day, not only would fuel consumption fall, but annual health care costs could drop by billions of dollars as fewer people would be classified as obese or overweight, Jacobson estimates.

"The most important thing for people to learn from this study is that they have a choice," Jacobson said. "One has to be just as careful about when you choose to drive as when you choose to eat. These small changes in our driving and dietary habits can lead to long-term significant changes in obesity issues. Those are the kind of changes we advocate."

Florida legislator: Let guns into schools

The state representative who sponsored the bill that became Florida?s ?stand your ground? law said Monday that schools would be safer if principals and teachers were allowed to take guns to school.

Dennis Baxley, R-Ocala, was reacting to the elementary school shooting in Newtown, Conn., that left 20 children and seven adults dead, including the gunman. Declaring schools as gun-free zones makes them more dangerous, Baxley said.

?We need to be more realistic at looking at this policy. In our zealousness to protect people from harm we?ve created all these gun-free zones and what we?ve inadvertently done is we?ve made them a target,? he said. ?A helpless target is exactly what a deranged person is looking for where they cannot be stopped.?

Baxley?s idea wasn?t welcomed by the Florida Education Association, the state?s largest teachers union.

?I don?t think it?s really a good idea to introduce guns into the classrooms or into schools,? FEA spokesman Mark Pudlow said. ?The idea doesn?t seem to make sense to us.?

Baxley said he understood some people would respond to the Connecticut shootings with a call for more gun control laws, but it doesn?t work.

?If you prepare ordinary people to take responsibility for stopping violence, they do. Otherwise we?re just creating more vulnerability,? he said. ?I know that it?s very foreign to people that live in a more left and urbanized culture to see how that works, but in fact it does work.?

Baxley was the sponsor of the bill that became known as the ?stand your ground? law, which allows deadly force to be used if necessary to prevent death or serious injury. The 2005 law came under scrutiny this year after neighborhood watch volunteer George Zimmerman shot Trayvon Martin, an unarmed 17-year-old.

Baxley said he doesn?t plan to file legislation allowing school officials or teachers to carry guns, because he is chairman of the House Judiciary Committee and he doesn?t want to preside over a meeting that hears one of his own bills.

Also Monday, Gov. Rick Scott asked school officials to review and enhance their security procedures.

?School should be a sanctuary for learning and creativity where students, teachers and parents feel safe ? and a review of these procedures will enhance safety for Florida schools,? Scott said in a press release.

Florida universities may expand online learning

The board that oversees Florida's public universities is examining ways to expand online learning.

The Board of Governors Strategic Planning Committee focused on four options during a meeting Monday in Davie.

The panel directed State University System staffers to do further research on combining two options. Those are collaboration among multiple universities and letting one school take the lead in developing online courses for the system.

The committee also plans to continue discussion of creating a new online university.

The fourth option is for each school to continue developing its own online programs.

State University System Chancellor Frank Brogan said Florida already is a major contributor to online learning but needs to organize its efforts to get a maximum return on that investment in the future.
