Abu Dhabi's Etihad Airways open to more stake buys: CEO

ABU DHABI (Reuters) - Etihad Airways, the Abu Dhabi-based carrier which has been on a recent acquisition spree, is eyeing further investments if the right opportunity arises, its chief executive said on Sunday, adding 2012 revenue could top $5 billion for the first time.

"We see further equity investments only if it's the right opportunity, right partner, right market and right price," James Hogan, Etihad's chief executive said at an aviation conference in the United Arab Emirates' capital.

Unlisted Etihad has been on an acquisition drive in recent months, taking minority equity stakes in Virgin Australia and Aer Lingus and raising its shareholding in Air Berlin and Air Seychelles.

Any future acquisitions would follow the same theme, with Etihad not interested in majority ownership, Hogan said, adding that the airline will continue to extend its codeshare network, which contributes around 20 percent of its revenue.

"Our equity model is about growth, not control," Hogan said.

"Through partners, we stretch our reach and it gives us the ability to compete with our immediate neighbors," he said, in a reference to major rivals, Dubai-based Emirates and Qatar Airways.

Etihad's revenue this year is expected to pass the $5 billion mark for the first time, despite the wider aviation sector being under pressure from the global economic downturn and high fuel costs, Hogan said.

The airline, which had revenues of $4.1 billion in 2011, generated $281 million in revenues from partnerships in the first half of 2012, he said.

The propaganda of Israel and weakness of America

By?Ray Hanania

If nuclear weaponry wasn?t such a threat to humanity, the rhetorical battle between Israel and Iran would be comical and laughable.

But nuclear weapons are a threat to all mankind, not just to the arrogant who believe they and they alone count on this planet that we call Earth.

The irony is that Israel has 250 armed nuclear warheads that can be fired at any time to destroy its Arab and Muslim neighbors, including Iran. Yet, it screams at every opportunity afforded it by the biased mainstream Western media attacking Iran and declaring that Israel will prevent Iran from developing nuclear technology.

Let?s get something straight in this hypocritical rhetorical battle of hyperbole and public relations spin: Only one country in the Middle East region has nuclear weapons and that is Israel. Not Iran. Not the Arab countries. Just Israel.

Israel provokes the region through offensive policies that affront civil rights and the rule of law. Israel?s fanatical leaders continue to proclaim they will destroy anyone who challenges their power, even if the challenge is to force Israel to be accountable for its war crimes committed since its founding in 1948.

Israel, not Iran, is the country that threatens the region. It has taken, and continues to take, lands owned by Arabs. Israel, not Iran, has killed civilians.

Israel is the country that continues to call for military strikes against another foreign country while Americans ignore justice, law and principle to mindlessly soak in the Israeli propaganda.

Iranian President Mahmoud Ahmadinejad does not represent the Arab or the Muslim world. Many argue he doesn?t run Iran?s government. But his indictment of Israel, burdened by extreme rhetoric and wild emotional invective, resonates among the Arabs and Muslims who have been bullied, oppressed and victimized by Israel.

America is much like a police officer who watches as a friend enters and robs a store. When the store owner screams for help, he is beaten by the police officer and the thief is allowed to flee.

When it comes to Israel, American justice is based on politics not the rule of law. American justice is blind to crimes against Arabs and Muslims.

Israel steals land from Arabs and America is silent. Israel murders Arab activists calling it ?extrajudicial killing,? an admission that the killings are illegal. Israel?s government conducts itself outside of the rule of law, and exploits American ignorance and its powerful PR spin and news media manipulation and influence to prevent challenge.

I?m not saying that Ahmadinejad is any better than Israel?s rightwing fanatic leadership, a leadership that has for the past four years refused to negotiate peace just so it can expand its illegal Jewish-only settlements in the occupied West Bank. But Ahmadinejad is no worse that Israeli Prime Minister Benjamin Netanyahu.

It wasn?t Ahmadinejad who sent armed soldiers to assault a flotilla of boats in 2010 driven by loud-mouthed but unarmed activists, many of whom hate Israel. But hatred isn?t a crime. Isn?t that what the West keeps telling Muslims? Hatred of Muslims in the anti-Muslim video is ?free speech.?

But hatred was enough for Israel to kill nine civilians, including one American citizen. Apparently the murder of an American who criticizes Israel is not murder. Furkan Dogan, an American living in Turkey, was murdered by Israeli soldiers on the flotilla when he resisted, without a weapon, the attacking Israeli soldiers.

Rachel Corrie was another American citizen who was killed by an Israeli soldier driving an American-made Caterpillar D-9 tractor. The Israeli soldier was destroying Arab civilian homes to make room for Israeli settlers in the Gaza Strip in 2003. The soldier knew protestors including Corrie were trying to stop the destruction and saw her. He ran her over.

Justice and Israel are antonyms, words opposite in meaning to each other.

And you can?t get justice in America either if you happen to be a critic of Israel.

I support two-states, compromise and peace. I support non-violence and I oppose violence. But I don?t support hypocrisy.

It is shameful to watch as President Barack Obama cowers under Israel?s PR onslaught, afraid to tell the American people the truth because it might cost him his re-election.

Obama?s actions are an admission that extremism is more powerful than truth!

Obama walked out of the United Nations because he didn?t want to hear criticism of Israel. Americans tolerate criticism of every other country in the world, including of some of the most oppressive regimes in the world like China. But criticize Israel and America won?t tolerate it at all.

We?ll even go to war for Israel, at the cost of American lives. We already give Israel billions of dollars in funds every year, money that could otherwise feed Americans who continue to starve on the streets of America.

But America won?t stand up to Israel. By refusing to stand up to Israel, America empowers megalomaniacs like Ahmadinejad who speak to the injustices caused by Israel, injustices no one else will address. American justice truly is blind.

GOP Rep. Gottwalt has (a long list of) questions about health ...

Following word Thursday that Minnesota state officials have received another $42.5 million to help plan the state health insurance exchange, Republican state Rep. Steve Gottwalt, chair of the House Health and Human Services Reform Committee, has lots of questions.

In a letter today to Mike Rothman, state Commerce commissioner, Gottwalt says he wants answers. Lots of answers.

Gottwalt has more than 70 specific questions about where the exchange is headed, and says he wants the answers by Oct. 1, "so Minnesotans have some time to review and understand them before the November 16th federal deadline to file for preliminary approval."

(Coincidentally, that would also give time for Minnesotans to review and understand them before the Nov. 6 statewide election.)

Gottwalt wrote: "I am deeply concerned you have resisted sharing details with Minnesotans about this exchange and how it will impact them."

Here's the list of his questions:

Governance?
1.?What kind of governance is planned for the Exchange???
2.?What body will govern the exchange (i.e. a private nonprofit, a quasi public-private entity, or a state agency?)?
3.? Who will serve on the governance body???
4.?By whom will members be appointed and to whom will they be accountable??

?

Finance?
1.?What is the projected annual budget for the exchange, in detail?
2.?How will the exchange costs be funded?? Specifically, what are the revenue sources?
3.?How much will the exchange cost Minnesotans to operate each year, including salaries and benefits?
4.?On what operational and/or other expenses are those cost projections based??
5.? Are the functions on which you are basing the total cost obligatory under federal law, or discretionary per state judgment???
6.?How will the state pay for the exchange in the near and long-term??
7.?How are you planning to build an exchange without adding more cost to the system??
8.?Initial financial calculations suggest the exchange may cost as much as $28 pmpm (per member, per month). The state of Utah just said the cost of their exchange will be $6 pmpm.? Why can?t Minnesota?s costs be closer to Utah?s costs???
9.?What are you building that will require such high costs?? In detail, share precisely how you are spending the $73 million in federal grant dollars (granular spreadsheet).???
10.?How many employees have you already hired for the exchange??
11.?How many more do you plan to hire in the next few years?
12.?What are their respective job descriptions, salaries and benefits?
13.? What consultants have you hired to help build the exchange, how much are you paying them, and what are their backgrounds?
14.?Will you inform legislators and the general public in an open, transparent manner about how these dollars are being spent?? Exactly how do you plan to do that?? Will you do so ahead of the Nov. 6th elections?? If not, why not?

?

Logistics?
1.?Who will own and operate the IT infrastructure???
2.?How will the state operate the exchange in 2014 if it potentially lacks clear legal authority to create a governance body???
3.?What agency or agencies is/are the appropriate home and/or conduit for exchange communications???
4.?Will the IT infrastructure and call center be functional by 2014, and how will it coordinate with private entities, including plans, providers, brokers, agents, and small businesses, to ensure smooth operations??
5.?Will the exchange systems and infrastructure you are building support a single-payer government-controlled system of health care coverage?? Is that your objective??
6.?Will there be a private market, much like today's, allowed to operate freely outside the exchange??
7.?Beyond health care coverage, are you building the exchange to accommodate other government programs and benefits??
8.?In detail, what government programs and benefits do you intend to provide through the exchange??
9.?How will eligibility for programs and subsidies be determined within the exchange??
10.?Will eligibility remain a state function, or will it default to a central federal system and master database??
11.?How will the exchange you are building address concerns about data privacy and security?

?

Brokers and Navigators?
1.?How will brokers work with the exchange??
2.? What will be the scope of licensure, practice, respective roles, and compensation structure of Navigators versus brokers??
3.?How are you handling "navigators"??
4.?Will they be held to the same high standards of training, licensure, CE, ethics and regulation as licensed insurance producers???
5.?Will there be a distinction between "licensed insurance producers" and "navigators"??
6.?How will commissions and/or reimbursement be handled for producers or navigators??
7.?Will the state set these, or will producers be free to negotiate with carriers as happens now?

?
Regulation and Functions?
1.?What functions will the exchange perform???
2.?What regulatory power, if any, will the exchange governance body have???
3.?Will markets outside the exchange be free and robust, subject only to minimum state and federal standards, to protect product diversity and consumer choice???
4.?Will the exchange act as a market facilitator, or does the state prefer that the exchange assume the role of an active purchaser?

?

Consumers?
1.?What are you doing to ensure there is a competitive marketplace that provides plenty of choice for employers and individuals??
2.?How will the exchange provide quality information on products and providers to empower consumers to make informed purchasing decisions???
3.?How will small businesses work with their brokers and agents to participate in an exchange if they choose to do so???
4.?How will small businesses communicate with the exchange regarding tax credits???
5.?How will larger businesses communicate with the exchange regarding potential penalties incurred by employees? utilization of subsidies???
6.?How can small businesses work with brokers to determine potential whether alternate insurance, such as defined contributions, meet federal requirements and whether their employees are better directed to a state exchange or elsewhere???
7.?What products and services will an exchange offer??
8.?Will you inform the public, in detail, how the exchange you are building will change what they have now???
9.?Will consumers be able to keep their current coverage??
10.?What options will the public have for health care coverage, and how will those differ from what they have now???
11.?Will they be more expensive???
12.?Exactly how will Minnesotans access health care coverage through the exchange you are building??
13.?Will they be able to continue accessing coverage through their employer???
14.?Will they be able to continue accessing coverage through their agent or health plan?
15.?Will employers who face extraordinary cost burdens associated with "play or pay" have options? If so, what options will they have???
16.?How many jobs do you estimate employers will have to cut when the exchange is imposed?

?

Establishment Process?
1.?How will the state legally establish its exchange???
2.?Will you seek legislative authorization before committing Minnesota to the exchange you are building?? Will you introduce 2013 legislation?? If so, when??
3.?If not, will you issue an executive order??
4.? If not, what legal authority does the state have under current law to implement an exchange, and how will it utilize any such authority???
5.?Do you need legislative authorization to expend federal tax dollars to build an exchange for Minnesota?
6.?What are the priorities and basic requirements for exchange readiness moving forward, and how will the state and Task Force elevate and address those issues?
7.?Does the Commerce Department intend to follow what was done in Massachusetts and create an Exchange using an ?active purchaser? model?? Is that a primary consideration in what you are building?

Bo verdict allows China to focus on succession

BEIJING (AP) ? With disgraced politician Bo Xilai expelled from the party, his career effectively ended with a slew of criminal charges that are certain to result in convictions, China's ruling communists can finally focus on the crucial task of ensuring a smooth transition to a new generation of leaders.

On Friday, the party's decision-making Politburo finally took long-awaited action on the scandal that had loomed over Chinese politics for more than half a year, leveling criminal charges against Bo that range from corruption to sexual affairs to abetting the cover-up of a murder by his wife. At the same time, the 25-member Politburo also made the long overdue announcement of the opening of the party congress, now scheduled for Nov. 8, when President Hu Jintao will step down as party boss and Vice President Xi Jinping will succeed him.

The twin pronouncements are connected: Getting Bo out of the way was seen as crucial to healing rifts in the party and allowing Xi and a new leadership to come to power without the overhang of a messy scandal.

"Having settled this contentious issue, the party leadership is in a position to start the party congress with a facade of unity and also harmony," said Willy Lam, a political analyst at the Chinese University of Hong Kong.

Friday's announcement also came on the eve of National Day, which commemorates Mao Zedong's Oct. 1, 1949, declaration of victory in the country's civil war and the dawn of the People's Republic of China. Despite China's explosive economic growth and breakneck modernization since then, the events surrounding Bo's fall from grace show Mao's party remains very much the opaque and powerful force in Chinese political life.

"Again, this is politics overriding legal and judicial principles," Lam said, noting that the decision came from the Politburo convening behind closed doors instead of judges in an open court.

"The elite politics are still done" in secrecy, Lam said.

One of China's most ambitious and best-known politicians, Bo was brought down after a trusted aide disclosed that Bo's wife had murdered a British businessman. Bo was dismissed as party chief of the vibrant inland megacity of Chongqing; his wife, Gu Kailai, was given a suspended death sentence after confessing to the murder; and the aide, Chongqing police chief Wang Lijun, received a 15-year prison term for initially covering up the murder and other misdeeds.

The charges against Bo, however, go much further, spanning more than a decade and including allegations that he took bribes, abused his power and had improper relationships with several women. Given the party's control of the courts, the indictment ensures the flamboyant 63-year-old's political career is finished.

The criminal proceedings against Bo are likely to start soon, with steps being taken to remove him from the National People's Congress, China's top legislature. Delegates to that body have immunity from arrest and prosecution.

As the son of a founding father of communist China, Bo grew up with a broad web of contacts within the party, government and military. Unlike most of the other members of the stiff and remote senior leadership, the telegenic Bo also was popular with the public, using a crackdown on organized crime in Chongqing to court publicity.

That also made him a polarizing figure among the party elite. In recent months, as speculation swirled about Bo's fate and the debate among top leaders dragged on, it is likely that his allies argued for the administrative equivalent of a slap on the wrist, while the top leadership represented by Hu, Vice President Xi and Premier Wen Jiabao saw Bo as a threat that needed to be eliminated.

The decision to level such a harsh punishment is a sign that the top leaders won out, once again, said Jeremy Paltiel, an expert on Chinese politics at Canada's Carleton University.

"My guess is that Hu and Wen wanted to crush Bo, not just smother him," Paltiel said. "They got their wish, even at the cost of a month's delay in the congress."

The state-run Global Times said in an editorial Saturday that it is in the people's fundamental interest for the party congress to convene smoothly and that the decisions about Bo provide certainty.

"It is conducive to the current situation and also to the accumulation of political certainty," the editorial read.

Bo is the first Politburo member to be purged and handed over to prosecutors since Hu ousted Shanghai party secretary Chen Liangyu in 2006 for corruption. Bo's case, however, was more politically divisive and delicate than Chen's, or any other recent case in which senior officials have been charged with corruption.

Ultimately, the decision on Bo was part of the overall horse-trading relating to the succession, said Steve Tsang, director of the China Policy Institute at the University of Nottingham in Britain.

"It probably means that as a result they negotiated something else that is better for the leadership succession," Tsang said.

Bo's removal is seen as strengthening Xi's position, leaving him the undisputed leader of the party's "princelings," as the offspring of high-ranking communist elders are known, and eliminating a challenger who had threatened party unity. He may face some opposition from Bo's supporters among party hard-liners, but Friday's announcement shows his influence was waning fast.

Friday's closed-door Politburo meeting also likely finalized other arrangements for the congress, including the much contested lineup for the new leadership as well as for a commission that oversees the party's control of the military. Those decisions will be presented to the 204-member Central Committee ? a cross-section of the nation's political elite ? on Nov. 1 before being discussed a week later at the congress, which is a largely ceremonial event, approving decisions made earlier by the party's inner circle.

In trying to use the Bo case to rally the rank-and-file, the Politburo said Friday that bringing down such a high-level leader was proof of the party's determination to tackle the corruption that has damaged public confidence.

"Investigations must be thorough, firm and make no appeasement, no matter who is involved and how powerful they are, so no corrupt member will escape the punishment of party discipline and the nation's law," it said.

Thieves take $10,000 in wedding presents when couple leaves gifts outside overnight

Amy and Jason Wright on the day of their wedding. (Morning Call)A newlywed couple's marriage is off to a rough start after thieves took more than $10,000 worth of gifts that the couple left unprotected outdoors overnight.

"Somebody had come and taken all of the wedding gifts," Amy Wright, the bride, told local Pennsylvania affiliate WFMZ. "Every last card was gone, the boxes, the gift bags."

To be clear, the wedding gifts weren't just sitting out on the sidewalk. But they were left unattended inside the outdoor tent where the wedding reception was held. Amy, 30, and her husband Jason Wright, 31, spent the morning after their Saturday night celebration filling out a police report.

"We noticed there were no gifts on the table [in one tent], and we said, well, somebody must have moved them into the house," Amy told the Morning Call. "We checked with our friends, and no one seemed to know what happened to the gifts.

"We had to call every family member and friend and ask them what did you give, it was embarrassing," Amy told the station.

The gifts were stolen just a stone's throw from where Amy and Jason were sleeping, 20 yards away in a nearby house.

And adding insult to injury, the couple found torn-up wedding cards floating in a pond on the property.

"When I discovered that in the pond I was just in tears, I broke down," Amy told the station.

We've reported on some crazy wedding stories this year alone, such as the bride who was doused in a "black oily ooze" just moments before the ceremony, and the $5,000 ceremony thrown for a pair of California dogs.

But the Wrights shouldn't necessarily given up hope just yet. They are offering a $1,000 reward for information leading to whoever stole their wedding presents. And stranger things have happened with positive outcomes, including the feat of the New York City garbage man, who in August, sifted through tons of trash to find a woman's missing wedding ring.

Stocks higher after 5-day losing streak

NEW YORK (AP) ? Stocks climbed modestly Thursday on Wall Street, perhaps headed for their first gain of the week, after unemployment claims in the United States fell to their lowest level in two months.

After an hour of trading, the Dow Jones industrial average was up 15 points at 13,428. The Standard & Poor's 500 index gained four to 1,437. And the Nasdaq composite index was up 13 to 3,107.

Energy stocks and banks gained the most in early trading. Consumer staples and utility stocks, which tend to do well when investors are fearful, were the only industry group in the S&P to fall.

The S&P has fallen five trading days in a row, its longest losing streak since July.

The market gains started earlier, in Asia, helped by expectations that the People's Bank of China will soon take more steps to ease a slowdown in the world's No. 2 economy.

Stocks rose 0.5 percent in Japan and 1.1 percent in Hong Kong.

In the United States, investors grappled Thursday with mixed economic data:

? The economy grew at an annual rate of 1.3 percent from April through June, the government said, slower than the previous estimate of 1.7 percent and not nearly fast enough to reduce unemployment.

? Demand for long-lasting manufactured goods plunged in August by the most since January 2009. That was mostly because of a huge drop in commercial aircraft orders, which are volatile. Orders that reflect business investment rose solidly.

? The number of Americans seeking unemployment benefits fell 26,000 last week to 359,000, the lowest figure in nine weeks. A figure consistently below 375,000 is generally enough to lower the unemployment rate.

? The number of Americans who signed contracts to buy previously occupied homes fell in August from a two-year high in July. The National Association of Realtors' sales index is still 10 percent higher than it was a year ago.

In Europe, stocks came back from one of their worst days in months. The benchmark stock index climbed 0.8 percent in France, 0.3 percent in Germany and Britain and 0.2 percent in Spain.

Borrowing costs for financially troubled Spain also edged down, a positive sign.

In the U.S., demand for government bonds fell, generally an indication that investors are more willing to embrace risk. The yield on the 10-year note, which moves opposite the price, rose 0.03 percentage point to 1.64 percent.

The price of crude oil rose $1.19 per barrel to $91.15 as concerns mounted about a potential military confrontation over Iran's nuclear program. Oil had dropped $9 a barrel in two weeks.

The dollar was flat against most major currencies.

McREL Blog: Education research: Thank teachers

Research teacher blog

Researchers and educators hear a lot about the importance of experimental research, but experimental studies can seem like expensive efforts just to answer ?Did it work?? especially if it the answer is ?no.? Fortunately, because of the teachers who participated in one experimental study, we didn?t have to stop at no. We were able to go on and ask ?why didn?t it work?? and ?what can we study now?????

In 2006?2011, we evaluated a textbook-based professional development program in classroom assessment. The study featured an instrument designed to measure teachers? classroom assessment practices by systematically collecting and rating samples of student work. Teachers sent in four examples of anonymous, assessed student work that included their feedback and a cover sheet that asked them to describe the assignment and how it was assessed. While teachers in the treatment group increased their assessment knowledge and their use of student-involved assessment, student mathematics scores did not increase relative to the control group. Therefore, the answer to ?Did it work?? was ?mostly no.?

However, during the study, we heard spontaneous feedback from participating teachers that they wanted to see others? work samples. Some teachers mentioned that the assessment textbook presented few examples from mathematics, so although they felt they could apply the formative assessment techniques to language arts and social studies, it was more difficult with mathematics. They commented that peer review of mathematics assessments could be more effective and could sustain greater interest over time than studying a textbook. This feedback got us thinking about the next step?developing a new professional development program in formative assessment for middle school mathematics called AWSM (Assessment Work Sample Method). It is job-embedded, mathematics-specific, and features supportive peer review of authentic work samples. We?re just getting started with a pilot school now and are excited to see how the program develops.

We are always grateful to teachers who participate in our studies. Taking extra time to participate in data collection for research is only one of many ways that teachers demonstrate their commitment to the education profession. Researchers would know very little about education without the teachers everywhere who graciously allow us into their classrooms or fill out surveys and participate in? interviews. They also help us figure out what?s next when we?re searching for answers after an study.

If you?re a teacher or school administrator, have you participated in a research study? What was your experience with it? What makes you decide to participate?

White Sox lose, fall out of AL Central lead

CHICAGO (AP) ? For two months the Chicago White Sox had been ahead or tied for the lead in the AL Central. Now, with just a week left, they're looking up at the Detroit Tigers.

Their pitching was wild Wednesday night, issuing 12 walks in a 6-4 loss to the Cleveland Indians that knocked them into second place for the first time since July 23. Losers of seven of their last eight, the White Sox now have seven games left to regroup or a successful season will end in the ultimate disappointment with no playoffs.

Detroit, which beat Kansas City 5-4 Wednesday night, has a one-game lead.

"You're talking about a game lead, two-game, everything is so fragile. You talk about the momentum swings that can happen. This is one of them, the wrong way," Chicago first baseman Paul Konerko said.

"It doesn't mean in two days it doesn't swing the other way ... It was tough out there tonight. We didn't deserve to win that game. This is the big leagues. You got to play all nine innings, you got to play well to beat a team."

The White Sox had a 3-1 lead after the first inning, but they couldn't hold off the Indians because their pitchers couldn't throw strikes. And for the second straight game, their starter didn't get out of the fourth inning.

"You can't win a game walking 12 guys. It seemed like every inning there were guys all over the bases," Chicago catcher A.J. Pierzynski said. "We have to find a way to win games. We jump out to a lead and we have to shut them down. Tonight we weren't able to do that."

Shin-Soo Choo had a go-ahead RBI grounder in the seventh off Matt Thornton (4-9) and Vinny Rottino hit his first homer for Cleveland in the eighth off Brett Myers. The Indians ? who are 21-50 since the All-Star break ? won two of three at U.S. Cellular Field.

"We played a pretty good series, we had a lot of good at-bats today, for the third day in a row we're able to play well against a left-handed pitcher, which we had struggled the whole year," Indians manager Manny Acta said. "We put together a lot of good at-bats and ended up with 12 walks. That really helped us out."

Lou Marson drew his third walk of the game with one out in the seventh and after a double by Ezequiel Carrera, Choo hit an RBI grounder to first.

Alexei Ramirez's two-out RBI double in the fifth put Chicago ahead 4-3.

But Choo doubled to open the sixth and then the Indians drew three straight walks ? the final one on a 12-pitch at-bat by Carlos Santana against reliever Nate Jones ? to force in the tying run. With the bases still loaded, Thornton got Travis Hafner to hit into a 1-2-3 double play.

Tony Sipp (1-2) pitched one-third of an inning for the win and Chris Perez finished in the ninth for his 38th save in 42 chances. He issued the Indians' sixth walk of the game and after a throwing error by shortstop Brent Lillibridge, he retired Konerko on a fly to shallow left to end it.

Chicago now plays four at home against another team still in the running for the postseason, the Tampa Bay Rays, and then finishes the season with three at Cleveland.

"Obviously, now you need help. Even if you win out, they can win out, and it doesn't work," Konerko said. "That's about it."

The Tigers finish a series with Kansas City at home on Thursday and then close the season with six road games against the Twins and the Royals.

Pierzynski, who played on Chicago's World Series-winning team with Konerko in 2005, said the White Sox's approach will be the same over the final week.

"There's no pressing. I don't think anything is going to change," he said. "I don't see guys coming in tomorrow nervous as they can be or trying too hard."

The White Sox scored three in the bottom of the first off Cleveland starter Justin Masterson, loading the bases on a walk and back-to-back singles by Kevin Youkilis and Adam Dunn. Paul Konerko drew a walk to force in a run, Alex Rios hit a sacrifice fly and A.J. Pierzynski had an RBI double for a 3-1 lead.

Masterson lasted 4 2-3 innings, giving up seven hits, four runs and four walks.

Chicago starter Hector Santiago was in trouble throughout, struggling with his control from the outset and making it through only 3 1-3 innings.

He gave up two walks and an RBI single to Russ Canzler in the first. And Cleveland got two in the fourth to tie it. After a single and two more walks loaded the bases, reliever Brian Omogrosso was greeted by Jason Kipnis' two-run single.

NOTES: Rottino, who entered the game in the seventh, had two homers earlier this season while with the Mets. ... The Indians left 14 on base. ... Rios' sacrifice fly gave him 88 RBIs, tying the career high he set with the White Sox in 2010. ... Cleveland SS Asdrubal Cabrera left the game after batting in the top of the first because of a mid-back strain. Lillibridge took over at short. ... Indians CF Michael Brantley (sore groin) was out of the lineup for the third consecutive game. After Thursday's day off, manager Manny Acta said Brantley should be ready to play Friday. . INF Jason Donald (right hand) hit Wednesday during a simulated game and might be available for full duties on Friday.

Tigers beat Royals on Peralta's groundout in 8th

DETROIT (AP) ? Most of the 32,360 fans at Comerica Park groaned when Jhonny Peralta hit a tailor-made double-play grounder that looked set to end the eighth inning.

Andy Dirks made them cheer.

Jhonny Peralta's grounder brought home the go-ahead run because Dirks' hard slide broke up a potential inning-ending double play in the eighth and the Detroit Tigers beat the Kansas City Royals 5-4 Wednesday night.

"I was just trying to break up the double play and try to get a piece of him any way I could to help us score that run," Dirks said. "That's just kind of the way you play baseball."

Detroit wound up alone in first place for the first time since before play on July 24 when the White Sox lost to Cleveland later.

Triple Crown candidate Miguel Cabrera was robbed of a tiebreaking homer in the fifth inning by Alex Gordon's catch above the left-field wall.

Detroit found a way to break through the eighth.

It appeared as if Kansas City was going to keep the score tied when Peralta hit a grounder to third baseman Mike Moustakas. Dirks, though, slid so late and hard that second baseman Irving Falu didn't attempt a throw, allowing pinch-runner Don Kelly to score what he said was most important run of his career.

"Peralta was slow getting out of the box, so that's an easy double play," Moustakas said. "I'm always going to go to second on that play, but Dirks did a heck of a job to break it up."

Dirks was swarmed by teammates in the dugout to celebrate the gritty, clean play he made.

"That's good, old-fashioned baseball," Tigers manager Jim Leyland said.

Delmon Young hit an infield single with one out in the eighth off Kelvin Herrera (4-3) and was replaced by Kelly, who stole second base and took third on Dirks' single.

Detroit's Alex Avila hit a two-run homer and Austin Jackson had a solo shot in the fourth inning to tie the game.

Cabrera, who went 0 for 4, started the day with the AL lead in batting average and RBIs and was one homer behind Texas' Josh Hamilton. Baseball hasn't had a player lead a league in all three categories since Boston's Carl Yastrzemski in 1967.

Cabrera was close to pulling into at least a temporary tie with Hamilton for homers, but Gordon prevented him from hitting his 43rd homer.

"It was hit so high that I had plenty of time to find the fence and get ready," Gordon said. "I thought I might have to climb the wall or at least jump, but at the end, I just had to put my glove up."

The Tigers have won six of nine games on their final 10-game homestand and 32 of their last 43 games at Comerica Park. They had, however, lost 11 straight one-run games since beating Toronto 3-2 on Aug. 23.

Kansas City has lost four straight ? three consecutive against Detroit ? after winning four in a row, including two against the White Sox.

"I love my team," Royals manager Ned Yost said. "We've played three games here, and we're 0-3, but we're in these games and we're not far from the point where we are going to be consistently winning these teams.

"No matter what has happened this year, we've gotten knocked down and gotten right back up. These guys fight every day, and they are going to do everything in their power to beat Detroit in these games."

Detroit starter Rick Porcello lasted just four innings, giving up four runs and seven hits.

"His velocity dropped and that was a red flag for me," Leyland said.

Luis Marte got two outs in the fifth and Al Alburquerque gave up only one hit over 2 1-3 innings. Joaquin Benoit (4-3) allowed one hit in the eighth. Jose Valverde closed the game for his 32nd save in 37 chances.

Royals starter Jeremy Guthrie allowed four runs on seven hits and two walks over seven innings.

Young doubled and Dirks singled to give the Tigers a 1-0 lead in the second.

Kansas City went ahead 3-1 in the third inning after Falu, David Lough and Billy Butler doubled. Jeff Francoeur's solo homer in the fourth inning gave the Royals a three-run lead.

NOTES: Detroit is sending Doug Fister (10-9) to the mound in its final scheduled home game Thursday afternoon against Kansas City and Luis Mendoza (8-9) before the Tigers close the regular season on the road against Minnesota and the Royals. ... Guthrie was 4-0 with a 1.75 ERA in his previous nine starts all of which were Kansas City wins. ... Porcello, who hadn't pitched since Sept. 16 because a rainout led to his previous scheduled start getting skipped, is 0-6 in his last eight outings. ... Yastrzemski told reporters in Boston on Wednesday that playing meaningful games down the stretch with help Cabrera's attempt to win the Triple Crown. "One thing that's going to help him is he's in a pennant race," Yastrzemski said. ... Falu matched a career high with three hits.

PFT: Belichick fined $50K for ref grab ? 'I apologize'

Minnesota Vikings v Detroit LionsGetty Images

In hindsight, I shouldn?t have complained about the Monday night debacle.

After all, I picked the Seahawks to win by a point and, thanks to the replacement officials, Seattle won by two.? Since MDS picked the Pack, it allowed me to win the weekly contest with MDS by two, 9-7 versus 7-9.

Given the crazy, upside-down games from Week Three, I?ll take a winning record and run with it ? as quickly as the Seahawks ran with their unwarranted win.

For the season, I?m now 27-21, and MDS is 26-22.

This week, we disagree on three games.? All 15 of our picks appear below.

Browns at Ravens

MDS?s take: Browns rookie quarterback Brandon Weeden has actually looked decent the last two weeks, after a disastrous Week One. But the Ravens? defense will bring far too much heat for Weeden to handle. I look for Haloti Ngata to pound Weeden into the turf a few times on Thursday night.

MDS?s pick: Ravens 27, Browns 6.

Florio?s take:? The Browns are another close loss or two away from imploding completely.? They won?t have to worry about another close loss on Thursday night.

Florio?s pick:? Ravens 31, Browns 13.

Panthers at Falcons

MDS?s take: I still don?t believe the Panthers are as bad as they?ve looked this season, and that by the end of the year they could be fighting for a playoff spot. But Atlanta is the wrong place for the Panthers to try to get back on track.

MDS?s pick: Falcons 23, Panthers 17.

Florio?s take:? The Falcons have beaten the Panthers four straight times, scoring 31 points exactly in each game.? Atlanta could be on track to clinching the division by Thanksgiving.

Florio?s pick:? Falcons 31, Panthers 14.

Patriots at Bills

MDS?s take: This is a fascinating game in the AFC East race, one that could establish the Bills as the favorites to win the division. I?ve been saying all year that the Bills have made the right moves to become playoff contenders this season, but I just think the Patriots, with their backs against the wall, are going to come out focused and ready to play their best game of the season.

MDS?s pick: Patriots 24, Bills 14.

Florio?s take:? The Bills have beaten the Pats only once since the last time the Pats had a losing record.? Buffalo is moving in the right direction, but New England needs this one badly.

Florio?s pick:? Patriots 30, Bills 23.

Vikings at Lions

MDS?s take: Another fascinating divisional game, as the Vikings have a real opportunity here to establish themselves as surprising contenders in the NFC North. However, I see far too many matchup advantages for the Lions? receivers against the Vikings? secondary.? Not just Calvin Johnson (who has a matchup advantage over every defensive back in the league) but also receivers Nate Burleson and Titus Young and tight end Brandon Pettigrew should be able to get open and get points on the board in Detroit.

MDS?s pick: Lions 28, Vikings 24.

Florio?s take:? The Lions have won three straight in the series, but the Vikings are gaining confidence,? The Lions continue to be more flawed than anyone realized.? Receiver Jerome Simpson returns from suspension in time to help the Vikings take advantage of Detroit?s biggest weakness.

Florio?s pick:? Vikings 24, Lions 16.

Titans at Texans

MDS?s take: The Texans are the best team in the AFC South by such a large margin that the question for me isn?t whether they?ll win the division but how quickly they?ll clinch. My guess is some time around Week 11. This win will be another step toward that.

MDS?s pick: Texans 34, Titans 10.

Florio?s take:? Yeah, I picked the Titans to win the division.? And if they upset the Texans on Sunday, the Titans will thrust themselves into the conversation.? And if they upset the Texans, it will mean that I picked this specific game incorrectly.? Despite last weekend?s epic in Nashville, the Titans aren?t nearly as good as I thought they?d be.? The Texans are much better than I thought they?d be.

Florio?s pick:? Texans 24, Titans 13.

Chargers at Chiefs

MDS?s take: The Chiefs looked pretty good against the Saints on Sunday, and the Chargers looked pretty bad against the Falcons on Sunday. But I?m expecting the Chargers to win, in a game that I have a hunch will come down to special teams, where the Chargers will make plays and the Chiefs will make mistakes.

MDS?s pick: Chargers 28, Chiefs 21.

Florio?s take:? One week often changes everything.? Last Sunday, the Chargers went from elite to ?meh? status, and the Chiefs showed they?ve got some fight.? Home team gets the edge in this one, especially if Jamaal Charles saved some yards for Sunday.

Florio?s pick:? Chiefs 24, Chargers 22.

49ers at Jets

MDS?s take: If not for the injury to Jets cornerback Darrelle Revis, I?d be very tempted to pick the 49ers to lose their second straight road game. But that Revis injury is devastating to the Jets not only because it radically changes what they can do on defense, but also because while seeing players and coaches on the Jets talking this week, you could practically feel the entire locker room deflating at the loss of their best player. I think the Jets are going to come out looking very bad on Sunday.

MDS?s pick: 49ers 27, Jets 14.

Florio?s take:? The difference between the 49ers defense and the Jets defense is that the 49ers didn?t put all their eggs in one island.

Florio?s pick:? 49ers 20, Jets 13.

Seahawks at Rams

MDS?s take: The Seahawks don?t have any time to send thank-you notes to the league office for their gift on Monday night, because they?ve got a road trip to St. Louis on a short work week. I like the way Jeff Fisher?s defense is playing, and I think Russell Wilson will feel a lot of pressure, but Seattle?s defensive line will have Sam Bradford under pressure, and the Seahawks will win a low-scoring game.

MDS?s pick: Seahawks 10, Rams 9.

Florio?s take:? Short week, significant travel, improving opponent, and guilty conscience add up to trouble for the Seahawks in St. Louis.

Florio?s pick:? Rams 14, Seahawks 12.

Dolphins at Cardinals

MDS?s take: It?s taken me a while to learn to believe in the Cardinals, but I?m there now. Which probably means they?re going to lose. But I?m picking them anyway.

MDS?s pick: Cardinals 24, Dolphins 7.

Florio?s take:? This has the potential to be one of those early-season ?correction? games.? But how can the Dolphins win if they can?t score any offensive touchdowns against once of the best defenses in the league?

Florio?s pick:? Cardinals 17, Dolphins 6.

Bengals at Jaguars

MDS?s take: I loved the game Bengals offensive coordinator Jay Gruden called on Sunday against the Redskins. Look for Bengals receiver A.J. Green to have another big day against the Jaguars.

MDS?s pick: Bengals 28, Jaguars 24.

Florio?s take:? It would be fitting for the Bengals, a week after finally winning a game they were supposed to lose, to lose a game they?re supposed to win.? But the Bengals are better than the Jaguars on both sides of the ball ? and the Jaguars will have a hard time keeping up with a suddenly dynamic and diverse offense.

Florio?s pick:? Bengals 24, Jaguars 14.

Raiders at Broncos

MDS?s take: It says something about what we?ve come to expect from Peyton Manning that he had 330 yards, two touchdowns and no turnovers on Sunday against a very good Texans defense, and yet everyone is talking about how he?s just not the same. Playing a weak Raiders defense will result in Manning looking a lot better, and the Broncos improving to 2-2.

MDS?s pick: Broncos 35, Raiders 14.

Florio?s take:? Peyton Manning won?t need much arm strength to move the ball against a defense that can?t do much to stop him.? Or anyone.

Florio?s pick:? Broncos 27, Raiders 17.

Saints at Packers

MDS?s take: Raise your hand if you predicted these two teams would be a combined 1-5 heading into this game. I see the Packers? problems as much more correctable than the Saints? problems, and I see Aaron Rodgers having a big day against a shaky Saints defense.

MDS?s pick: Packers 27, Saints 17.

Florio?s take:? The Saints can thank the Seahawks and the replacement officials for what they?re about to endure.

Florio?s pick:? Packers 45, Saints 17.

Redskins at Buccaneers

MDS?s take: The Bucs have a bad offense and a good defense; the Redskins have a good offense and a bad defense. I like Tampa Bay?s defense to keep it close and the Redskins? defense to give up a big play at the wrong time.

MDS?s pick: Buccaneers 14, Redskins 10.

Florio?s take:? That win over the Saints in New Orleans is looking less impressive by the week.? And the Bucs are better than their record would suggest.

Florio?s pick:? Buccaneers 20, Redskins 16.

Giants at Eagles

MDS?s take: The Eagles need to bounce back in a big way after laying an egg against the Cardinals. I think they?re going to, with Michael Vick finally making it through a game without a turnover.

MDS?s pick: Eagles 24, Giants 21.

Florio?s take:? Eagles coach Andy Reid does his best work when his back is against the wall.? And his back is already against the wall.? And he said just enough this week to put his quarterback?s back against the wall, too.

Florio?s pick:? Eagles 27, Giants 24.

Bears at Cowboys

MDS?s take: As impressive as the Bears? defense has been, I think they?ll struggle with the explosiveness of Cowboys running back DeMarco Murray, who should have a huge game in a Dallas win.

MDS?s pick: Cowboys 34, Bears 20.

Florio?s take:? If the Cowboys can keep Tony Romo in two or fewer pieces (factoring in the possibility of the partial loss of an ear), the Cowboys should win this one.

Florio?s pick:? Cowboys 26, Bears 17.

Amputee shot by police had battled mental illness

(AP) ? Mental illness prompted Brian Claunch to get rid of his own left arm and leg. Then, despite his disabilities, he spent the better part of a decade finding opportunities to run away from residential care facilities, preferring to live on the streets.

Yet in recent months, the 45-year-old man who was in a wheelchair and had paranoid schizophrenia seemed to settle into some stability, staying put, taking his medications.

That all abruptly ended this past weekend in a confrontation with police in which a Houston police officer fatally shot Claunch.

Despite his history of harming himself, Claunch's criminal and mental health backgrounds don't indicate he was violent toward others. John Garcia, owner of the Healing Hands Assisted Home Care facility where Claunch was living and where the confrontation with police happened, recalled a loving but also at times quarrelsome man.

"He was aggressive. As far as violent, I don't know," said Garcia, who was not there when the shooting happened. "Every time (Claunch) got into a situation with me, I would just say, 'Brian, calm down, calm down,' and I would walk away from him and in an hour or two he would be OK."

According to court records, Claunch lost his left arm and leg because "he firmly believed that the devil was in the left side of his body so he (decided) to lay down on the railroad tracks and waited for a train to come and (dismember) him." People with paranoid schizophrenia, a chronic condition, often see and hear things that aren't there.

Some of the worst aspects of Claunch's mental illness burst forth when he wouldn't calm down after demanding cigarettes and soda around 2 a.m. Saturday, Garcia said.

A caretaker called police. Authorities say Claunch cornered a responding officer with his wheelchair and waved a shiny object in his hand. The other responding officer, fearing for his partner's life and his own safety, shot Claunch in the head, police said. The shiny object turned out to be a ballpoint pen.

Since the shooting, community and civil rights groups have called for changes in how officers are trained and disciplined. Houston Police Chief Charles McClelland has called the shooting tragic but asked people to reserve judgment until the department's investigation is completed. The FBI is monitoring the case.

A mental status examination in 2002 found Claunch was "pleasant and cooperative" but had a history of psychiatric hospitalizations over the prior decade. He was unable to work and would not take his medications, leading to him "hearing voices."

A probate court judge declared Claunch a ward of the Harris County Guardianship Program in 2003.

Court records show Claunch's mother initially petitioned to be her son's guardian but changed her mind. Records show Claunch also had a brother and sister. Efforts this week to reach his family were unsuccessful.

During the first two years of his guardianship, Claunch did well, living in a personal care home in Houston, according to annual reports submitted to the probate court.

But by 2006, Claunch started running away, panhandling on local streets. Over the next few years, he went missing, was hospitalized and was in and out of jail on drug and trespassing charges. He also stopped taking his medications.

In 2010, he was placed at a state mental hospital in East Texas for several months.

He started living at Healing Hands in May 2011 but ran away after four months. He was found and brought back in March. At Healing Hands, located in a three-bedroom home, Claunch lived with two other men.

Estella Olguin, a spokeswoman for the Harris County Guardianship Program, said in the time Claunch was a ward of the county, he lived in at least 12 facilities. After coming back to Healing Hands, "he seemed to do really well," she said.

Garcia, 62, said he had twice before called police about Claunch ? both times because he left the home and refused to return.

Claunch had seemed fine Friday night, said Garcia, who had given him a pack of cigarettes, two sodas and his medication before leaving around 8 p.m.

But Claunch, a chain smoker, went through his cigarettes and soda and around 2 a.m. began aggressively demanding more of both from the overnight caretaker.

The caretaker called 911, initially telling the operator he was having problems with a mentally ill person. Because of static on the line, it's unclear if the operator knew about Claunch's mental condition, Garcia said.

Citing the ongoing investigation, Houston police spokesman John Cannon said he could not comment on whether the responding officers knew of Claunch's mental state. Healing Hands does not have any signs outside saying it is a facility for mentally ill or physically challenged individuals.

According to police, Claunch threatened to kill the two officers and tried to stab one with the shiny object in his hand.

The officer who shot him, Matthew Marin, had fatally shot another suspect in 2009, firing on a man who was stabbing his neighbor to death and refused to drop the knife. A five-year veteran, Marin was placed on administrative leave after Claunch's death.

Garcia said he is still in shock and is reserving judgment on whether the shooting was justified.

"I love Brian. He was one of God's children and that's the way I look at him," he said.

ScienceDaily (Sep. 26, 2012) ? The most unambiguous data to date on the elusive 113th atomic element has been obtained by researchers at the RIKEN Nishina Center for Accelerator-based Science (RNC). A chain of six consecutive alpha decays, produced in experiments at the RIKEN Radioisotope Beam Factory (RIBF), conclusively identifies the element through connections to well-known daughter nuclides.

The search for superheavy elements is a difficult and painstaking process. Such elements do not occur in nature and must be produced through experiments involving nuclear reactors or particle accelerators, via processes of nuclear fusion or neutron absorption. Since the first such element was discovered in 1940, the United States, Russia and Germany have competed to synthesize more of them. Elements 93 to 103 were discovered by the Americans, elements 104 to 106 by the Russians and the Americans, elements 107 to 112 by the Germans, and the two most recently named elements, 114 and 116, by cooperative work of the Russians and Americans.

With their latest findings, associate chief scientist Kosuke Morita and his team at the RNC are set follow in these footsteps and make Japan the first country in Asia to name an atomic element. For many years Morita's team has conducted experiments at the RIKEN Linear Accelerator Facility in Wako, near Tokyo, in search of the element, using a custom-built gas-filled recoil ion separator (GARIS) coupled to a position-sensitive semiconductor detector to identify reaction products. On August 12, those experiments bore fruit: zinc ions travelling at 10% the speed of light collided with a thin bismuth layer to produce a very heavy ion followed by a chain of six consecutive alpha decays identified as products of an isotope of the 113th element.

While the team also detected element 113 in experiments conducted in 2004 and 2005, earlier results identified only four decay events followed by the spontaneous fission of dubnium-262 (element 105). In addition to spontaneous fission, the isotope dubnium-262is known to also decay via alpha decay, but this was not observed, and naming rights were not granted since the final products were not well known nuclides at the time. The decay chain detected in the latest experiments, however, takes the alternative alpha decay route, with data indicating that Dubnium decayed into lawrencium-258 (element 103) and finally into mendelevium-254 (element 101). The decay of dubnium-262 to lawrencium-258 is well known and provides unambiguous proof that element 113 is the origin of the chain.

Combined with their earlier experimental results, the team's groundbreaking discovery of the six-step alpha decay chain promises to clinch their claim to naming rights for the 113th element.

"For over 9 years, we have been searching for data conclusively identifying element 113, and now that at last we have it, it feels like a great weight has been lifted from our shoulders," Morita said. "I would like to thank all the researchers and staff involved in this momentous result, who persevered with the belief that one day, 113 would be ours. For our next challenge, we look to the uncharted territory of element 119 and beyond."
